Drinking water crisis cripples life in Bomdila

BOMDILA, Jun 3: Acute shortage of drinking water has crippled life of more than 12,000 people in Bomdila, the district headquarters of West Kameng, for the last five to six months.

The situation has worsened to the extent that the people are reportedly planning to move ahead with a dharna.

As per report, each household hardly gets few minutes of water supply in 24 hours, which is inadequate to meet basic needs.

In turn, the concerned department has blamed the drying up main water sources for it.

Considering the gravity of the situation, the Deputy Commissioner along with a team of engineers, including the PHED EE, made an inspection of the source of water supply to verify it.

While source No. 1 has totally dried up, there was a sharp decrease in water flow at other sources, the team observed.

There are four sources with provision of collection chamber at source No.4, from which water is supplied to Bomdila.

The only gravity water supply source for Bomdila Township is located at Banglejap ridge near Mandalatop.

The team observed that if this was the situation in the monsoon, it could worsen in the winter season. It also attributed the decrease in water flow to deforestation of catchment area caused by rampant tree felling.

The Deputy Commissioner has instructed the EE to immediately fence the catchment area, plan afforestation with help of the DFO and community.

Most importantly, the Deputy Commissioner asked the department to identify alternative water sources for district headquarters and relaying of distribution channels in the entire town. (DIPRO)

CRM report shows poor blood services in Arunachal

NEW DELHI, Jun 3: The 10th Common Review Mission (CRM) report of the National Health Mission (NHM) expressed concern about the availability of blood services in six states, including Arunachal Pradesh, particularly at the sub-district level.

Though availability of blood services have seen improvement in most states, there is a concern about the same in six states -Arunachal Pradesh, Nagaland, Gujarat, Uttar Pradesh, Jammu and Kashmir and Bihar - particularly at sub- district level, the report states.

These states also reported limited functioning of blood storage units, either due to lack of trained human resources or non-linkage with a mother blood bank.

States like Arunachal Pradesh, Delhi, Madhya Pradesh, Bihar, Himachal Pradesh, Jharkhand, Kerala (District Idukki), Nagaland and Tripura were found to have shortages of new-born care facilities (particularly NBSUs and SNCUs).

As far as the review of the communicable disease control programmes were concerned, though they continue to be a major public health problem, there has been a consistent decline in malaria incidence with a 40.8 percent decline in malaria-related deaths.

Similar declining trends have been observed in Kala Azar.

The country has achieved the goal of elimination of leprosy (less than 1 case per 10,000 of the population) as a public health problem.?However, Japanese Encephalitis continues to be a challenge for the country and the high endemic districts in several states.

All states except Delhi reported utilization of Mobile Medical Units (MMUs) for outreach services.

The report highlighted that 'time to care' approach is yet to be institutionalized in most hill states largely due to poor road connectivity and challenges related to inclement weather conditions.

Though some states have initiated the process of strengthening district hospitals to develop them as training centers, many states like Arunachal Pradesh, Andhra Pradesh, Delhi, Gujarat, Jharkhand, Kerala, Maharashtra, and Uttar Pradesh have not reported any progress in this regard, the report says.

The implementation of the Pre Conception, Pre Natal Diagnostic Technique Act, which was enacted to stop female feticide and arrest the declining sex-ratio in the country, is also poor in most states.

Even where committees have been formed, reasons such as lack of witnesses, insufficient evidence, and out-of-court settlements, were cited as major reasons for low conviction rates. (PTI)

GST Council clears rules, states agree to July 1 rollout

New Delhi, Jun 3: The GST Council today cleared the pending rules, including transition provisions and returns, with all the states agreeing to July 1 roll out of the Goods and Services Tax.

"We were discussing the rules and (they) have been completed. Transition rules have been cleared and everybody has agreed for July 1 roll out," Kerala Finance Minister Thomas Isaac told reporters here.

The GST Council had last month fitted over 1,200 goods and 500 services in the tax brackets of 5, 12, 18 and 28 per cent.

Finance Minister Arun Jaitley chaired the 15th meeting of the GST Council which is scheduled to decide on tax rate of 6 items including gold, textiles and footwear.

Isaac's statement of all states agreeing to the July 1 rollout assumes significance as West Bengal Chief Minister Mamata Banerjee had said that her state will not roll out the new indirect tax regime in its present form.

Bengal Finance Minister Amit Mitra is however attending today's meeting.

Banerjee had said yesterday that her government would not support the new GST system in its present form and that her government would write to Jaitley for making changes to make it suitable for all the sections of the society.

"We will not support the GST in its present form. In its present form, it doesn't suit every section, especially the unorganised sector. They (Centre) have to rectify it... We have to continue with our fight to bring down the tax rates on certain products.

"Unless the rates are reduced, they will adversely impact the state's economy and employment," she had said.

As for the transition rules approved by Council, the industry had been demanding some relaxation of the provision of deemed credit.

The draft transition law provided that once GST is implemented a company can claim credit of up to 40 per cent of their Central GST dues for excise duty paid on stock held by businesses prior to the rollout.

Several dealers are choosing to wait and watch rather than buy and hold on to inventories. They have lobbied with the government seeking an increase in the credit limit. (PTI)

SBM employees demand early release of pending honorarium

ITANAGAR, Jun 3: Accusing the state government, particularly the Education Department of depriving them of 21 months honorarium and other basic rights, the All Arunachal Pradesh Saakshar Bharat Mission Employee Association (AAPSBMEA) on Saturday threatened to stir phase wise agitation against the government if their demands are not fulfilled.

The AAPSBMEA demanded the authority to release 21 months pending honorarium stating that they had submitted representations to the department, including the Chief Minister.

Addressing reporters at the Arunachal Press Club here, AAPSBMEA President Tajub Kampong informed that the central government had selected 20 centers from the state, whereas 1713 centres are active in the state. The association demanded effective implementation of equivalency programme in all gram panchayats and to ensure continuation of SBM employees in equivalency programme.

The Association also demanded regularization of SBM employees, claiming that it has been eight years since the employees have been working under the National Literacy Mission Campaign. It informed that SBM employees have been working without TA/DA and allowance, whereas other employees working under different schemes have had an increase in salaries. The association also demanded enhancement of honorarium.

The Government of India had launched the Saakshar Bharat Mission-a national literacy programme with the aim to educate adults and drop outs aged between 15 to 35 years in 8thSeptember, 2009. It is said that the state government had appointed six state coordinators, 60 district coordinators and 152 block coordinators with minimum qualification of bachelor degree and diploma and computer application at Rs 6000 per month. Currently, 3644 employees are working under the mission in the state, the Association claimed.

The month of June, named after the Roman goddess Juno, heralds the onset of summer season in the northern hemisphere. June contains the summer solstice in the Northern Hemisphere, the day with the most daylight hours, and the winter solstice in the Southern Hemisphere, the day with the fewest daylight hours.

The previous month has been marked by few great achievements. Foremost is the triumph of Arunachal climber Anshu Jamsenpa, who scripted history by scaling Mt Everest twice within five days on 16 May and 21 May. Jamsenpa set the world record for becoming the first woman climber to reach the top of Mt Everest twice within five days. She is also the first Indian woman to reach the top of Mt Everest for the fifth time.

The other good news was the inauguration of the Dhola-Sadiya bridge by Prime Minister on 26 May. At 9.15 km the bridge is the longest bridge of India and connects Assam with Arunachal Pradesh. Its construction began in 2011 and the bridge was completed within 6 years, and will usher development in eastern Arunachal Pradesh; cutting down travel time and effort. However, many mainstream national and regional media reported the bridge as over the Brahmaputra River. A bit of research on Google map and history will reveal that the Dhola-Sadiya bridge is over the Lohit river. If Mansorvar lake in west Tibet is considered as the source of the Brahmaputra than the Yarlung Tsangpo in Tibet and Siang in Arunachal Pradesh becomes the Brahmaputra in Assam. For many years, many people in Assam believed the Lohit as the Brahmaputra till the great U Bend of the Yarlung Tsangpo at the Namcha Barwa was discovered by British explorers in 1884-86. Many of these national and regional media needs to get their geography correct!

One more positive news was about the quick nabbing of the miscreants who attempted extortion on Director Abdul Basit at his Naharlagun office. The alacrity and extraordinary courage of the Director who grappled with the miscreants led to the miscreants escaping leaving behind the AK-56 rifle and hand grenade! Questions still remain as to how dangerous weapons like AK-56 and grenades were so easily procured and carried by the miscreants. With many Arunachalese owning sophisticated personal weapons and the active insurgency in Tirap, Changlang and Longding, this issue of proliferation of dangerous weapons need to be tackled with iron hands; lest it turns out to be a menace for citizens of the state.

On the flip side, the recently declared Class XII and X exam results of the state have been the poorest in recent years with the pass percentage in AISSCE dropping by 7 % to a lowly 43.33 %. The government, officials, teachers, students and society must share the blame for the poor performance by our students. This points towards a gloomy future.

It seems that the threatening Cyclone ‘Mora’ that built up in the Bay of Bengal and moved towards North East India, weakened drastically providing relief to the citizens of the region. Like the Dhola-Sadiya Bridge, can citizens of the region expect an early completion and inauguration of the Bogibeel Road cum Rail Bridge which is under construction for the last 15 plus years? APWS seeks reformation of board

ITANAGAR, Jun 3: The All Puroik Welfare Society' (APWS) has appealed to the state government to reconstitute the Autonomous Puroik Welfare Board(APWB) with its governing body chairman from the Puroik community.

The APWS in its central executive meeting held at Nararlagun on Saturday, along with central executive members of All Puroik Students Union,

All Puroik Youth Association and Women Wing resolved that the Board should have a governing body headed by a chairman from the Puroik community as per the recommendation of the High Power Committee (HPC).

The house further said that as per the HPC recommendation, the Board may have a project director who shall be the chief executive officer to be appointed by the government.

Expressing displeasure over the process of Board formation, the house strongly appealed to the Chief Secretary to stop any financial dealing till the re-constitution of the Board as per HPC recommendations. It further threatened to take the path of agitation if its demands are not fulfilled at the earliest.

The house also warned drastic action against any individual with vested interest from Puroik community if found approaching the Governor for appointment as board member.

Boys outshine girls in CBSE Class X results, pass percentage dips

NEW DELHI, Jun 3: The CBSE Class X results today threw up more than one surprise with the pass percentage dropping by over five percent since last year and boys outperforming girls, a marked shift from previous batches.

The number of boys scoring the perfect 10 Cumulative Grade Point Average (CGPA) was also more than the number of girls this year, officials said.

The pass percentage in the Central Board of Secondary Education's Class X result fell to 90.95 percent from 96.21 percent last year, registering a dip of 5.26 percent.

However, the pass percentage of boys improved by a significant margin, jumping from last year's 78.9 percent to 93.4 per cent; that of girlsimproved from 88.6 to 92.5 percent. Unlike recent years, boys have done better than girls by 0.9 percent.

While 1, 05,188 boys have scored a CGPA of 10, 1, 00,950 girls have scored the perfect number.

Trivandrum region has the highest pass percentage at 99.85, followed by Madras at 99.62 and Allahabad at 98.23 percent. Delhi fared badly, recording a pass percentage of 78.09 percent against last year's 91.06 percent, a fall of 13.67 percent.

The CBSE announced the results of five regions - Delhi, Chennai, Dehradun, Trivandrum and Allahabad -at around noon. The results of the remaining five regions - Ajmer, Bhubaneswar, Chandigarh, Guwahati and Patna - were announced towards the evening.

Anxious students and parents had to wait as the board's website crashed half an hour before the result was scheduled to be declared due to heavy traffic.

A total of 16,67,573 candidates from 16,347 schools had appeared for the exam at 3,972 centres across the country this year.

This was the last batch appearing for the optional board examination for Class X with the CBSE restoring the compulsory examination from next year.

On May 28, the board had declared the results for class XII which had seen a dip of over one percent in the pass percentage. (PTI)

ITANAGAR, Jun 3: Everester Anshu Jamsenpa has not only made people of Arunachal Pradesh proud, but also all the people of North East and India proud with her incredible mountaineering achievement, said Governor P B Acharya and State's First Lady Kavita Acharya when Anshu called on them at New Delhi on Saturday.

Jamsenpa recently created a new record after scaling Mt Everest twice within five days.

The Governor and State's First Lady congratulated her in person and wished her good wishes for future mountaineering challenges. Amazed by her determination and willpower, they expressed hope that she would create more mountaineering records and bring fame and glory for the state, region and the country.

DC asks officers to ensure proper implementation of schemes

YUPIA, Jun 3: Itanagar-Capital Complex Deputy Commissioner, Prince Dhawan urged officers to ensure that schemes like Deen Dayal Upadhyaya Swalamban Yojana (DDUSY), Chief Minister's Krishi Rinn Yojana (CMKRY) and Deen Dayal Upadhyaya Bunkar Yojana (DDUBY) are properly implemented in the Capital Complex and Papum Pare district.

He was addressing a joint workshop regarding implementation of various CM's flagship programmes, namely DDUSY, CMKRY and DDUBY at the DC's conference hall here on Friday last.

Dhawan said that the workshop aims to inform the officers of line departments and administrative officers about the three ambitious schemes of the government under 'Stand Up India' for the benefit of unemployed youths, farmers and weavers. He further called upon the officers to conduct workshops at respective sub-divisions and circles by June 15 next to sensitize people about the said schemes.

'Under DDUSY, 515 targets have been given for both Itanagar-Capital Complex and Papum Pare district. Under the scheme, applicants have to prepare DPR of the project they wishe to take up and present it before the district level screening committee. Consequently, the committee will select among the best DPRs and will recommend it to the government for final procedure', Dhawan informed, adding that the schemes mainly focuses on agri-horti and allied activities, eco- tourism, textile and handicrafts manufacturing, while loan benefits range from Rs 10 lakhs to Rs 1 crore.

He further said that the application format has been already uploaded in Itanagar Capital Complex District Administration website: www.itanagar.nic.in/schemes, and interested person(s)can download it.

Speaking about the Chief Minister's Krishi Rinn Yojana and Deen Dayal Upadhyaya Bunkar Yojana, which aim to benefit farmers and weavers, the DC said that applicants can submit their applications to concerned administrative officers. He also advised the officers to recommend the applications only after proper verification of background of the applicants and any complaints from people will be strictly viewed.

Papum Pare Deputy Commissioner In-charge, Mabi Taipodia also requested all the officers of line departments and administrative officers to make best use of knowledge gained through the workshop and ensure proper implementation of the schemes.

Sagalee ADC, Jalash Pertin, representatives from NABARD, IMC Community Organizer, Linyom Nyodu and CMEO, Hage Lampung, and administrative officers of line departments were present on the occasion. (DIPRO)

Exposure tour for Puroik community members

ITANAGAR, Jun 3: A group of 22 members from the Puorik community, comprising 15 boys and seven girls,will be visiting Maharashtra on an exposure tour starting June 4.

The "Educational, Emotional and National Integration" tour programme and home stay in Mumbai-Goa or Mumbai-Pune has been sponsored by the Indian National Fellowship Centre, Mumbai at the initiative of Governor of Arunachal Pradesh, P B Acharya,

The Governor, who is currently in New Delhi, has conveyed his best wishes to each and every member of the touring team for safe journey and successful tour. He hoped the effort will set a solid foundation for stronger association amongst the people of North Eastern region and rest of the country.

A send-off meeting for the team was also organised by the officers of the Governor's Secretariat at Raj Bhavan on Saturday.

AUS aims to make students partners of knowledge-based society

ITANAGAR, Jun 3: The World Education Mission (WEM) funded private Arunachal University of Studies (AUS) aims at providing value based world class education to make students true partners of present knowledge-based society, its Vice Chancellor Prof V K Kwatra today said.

"We want to provide need-based education with a difference and intend to meet the expectations of higher education seekers at its Namsai campus spread in 30-acre area so that they do not go to the mainland," he told media persons at Arunachal Press Club here.

India boasts of highest human resources pool in the world would be youngest nation globally with 64 percent of its population below 25 years, against 37 and 48 years of China and Japan respectively, said Prof essor Kwatra, retired principal of Hansraj College of Delhi with the credit of teaching present Union MoS Kiren Rijiju.

Namsai was selected to set up AUS for its low literacy rate, mostly inhabited by peace-loving Buddhist denizens, excellent connectivity and gateway of almost 11 districts, he said, adding that Tawang and Tirap districts were also in the proposal. "We intend to ensure that none go to the mainland to seek higher education of their choices as all AUS digress are globally recognised," he informed.

The AUS has introduced BA in Buddhist Studies under faculty of arts and social sciences from this year and plans master's degree subsequently, the VC said, adding that a team,including Deputy Chief Minister Chowna Mein, himself and three students would be visiting Thailand soon.

The highly competitive fees are charged in a transparent manner and its strength beginning with 500 has reached over 2,000, including from all NE states, mostly from this state and mainland. All its courses are recognised by numerous regulatory bodies including Bar Council of India, which won many awards including 'Best Emerging University in NE in April, 2017, National Education Excellence Awards-2017 and Best University Award by Corporate Council for Leadership & Awareness.

Arts & Social Science Professor, O P Sharma enlisted numbers of scholarships offered by AUS to meritorious and needy students to facilitate their higher education.

Earlier, AUS University Industry Inter-Linkage Centre director Professor Trilochan Singh, an earth scientist associated with this state since 1972, lauded WEM chairman Dr Ashwini Lochan and pro-chancellor Vishwa Lochan for their sincerity to set up AUS in this remote state against all odds and brushing off various objections.

The AUS commitment is reflected by adding one after another need-based courses besides the only recognised centre for providing education and training to handicapped people, he said.

Students orgs donate to Kerang-I fire victims

PASIGHAT, Jun 3: In order to give succor to the victims of recent Kerang-I fire victims, a team of the Adi Baane Kebang Youth Wing, led by Kerang Relief Committee Chairman Kokom Jamoh, who is also the President of ABKYW Siang unit, distributed essential commodities among the affected families.

Essential relief materials, like rice, blankets, utensils, carpets and mosquito nets were distributed to all the affected families. The villagers also expressed their indebtedness to the ABKYW for helping them in times of need.

Many well-wishers, general public, government officials and Pasighat Market Committee voluntarily contributed for the cause.

A team of the All Arunachal Pradesh Students' Union (AAPSU), along with Siang District Students' Union and East Siang District Students' Union also visited the fire victims of Kerang village.

The AAPSU team led by Assistant General Secretary Thomas Jerang distributed relief materials among the villagers and appealed to them to take precautions to avoid such fire mishaps in future.

First Gaon Buri of Papum Pare passes away

ITANAGAR, Jun 3: Head Gaon Buri (HGB) of Sagalee Township, Nabam Rich passed away at the age of 56 after a brief battle with cancer in a private hospital at Naharlagun on June 2.

She was appointed as Gaon Buri in 1993 and promoted as Head Gaon Buri in 2004.

Rich was the first Gaon Buri of Papum Pare district and served in various capacities in All Arunachal Pradesh Gaon Burah Welfare Association (AAPGBWA), Sagalee unit of Arunachal Pradesh Women Welfare Society (APWWS) and Sagalee Bazar Welfare Committee, according to family sources.

She was a very influential social worker with good grasp of customary laws and tradition.

With her oratory and negotiation skills, she had assisted local administration in delivering justice through hundreds of 'Mel'. She was a social reformist par excellence through her unique method of counseling during settlement of disputes.

The All Doimukh Gaon Burah Welfare Association, Nabam Welfare Society and All Sagalee Employees' Forum expressed profound grief and sorrow over the sudden demise of Rich.

Conveying deep sense of condolence to the bereaved family, the organisations prayed to almighty to rest her departed soul in peace.

Changlang gets fitness centre

CHANGLANG, Jun 3: A Fitness Centre near Nehru Park was inaugurated by on Saturday by Parliamentary Secretary, DoTCL, Trade & Commerce, Tesam Pongte amidst the presence of the Changlang Deputy Commissioner, various heads of offices and general public.

Dedicating the fitness centre to the youths, Pongte expressed hope that it will promote healthy lifestyle among the district's youth. The Parliamentary Secretary was of the opinion that special attention needs to be given to the youth and appealed to all the members present to inform maximum people about the fitness centre.

Earlier, DSO, Kumar Doka said that opening of the fitness centre was necessary, focusing on the youth and high number ofaddicts in the district. He further urged all the youth to join the centre and learn the basics from the trainers. (DIPRO)

'Do not encourage unlawful donation'

ITANAGAR, Jun 3: Informing that the All Arunachal Pradesh Delinquent Welfare Association (APDWA) does not encourage carrying out donation or contribution by some persons on behalf of the APDWA from government departments and individuals, the association has in a release on Saturday appealed to the government departments and individuals to take strict action against persons found carrying out such activities.

Training on ERONET

YUPIA Jun 3: One day training on ERONET with all administrative officers under Papum Pare district was held under the chairmanship of Deputy Commissioner in-charge Mabi Taipodia in her conference hall on Friday.

Taipodia, who also is the ERO (Hq), briefed the aims and objectives of the training and exhorted the officers to work sincerely and send data in advance for timely update.

She informed that the Commission has ordered for special drive to enroll young Indian citizens in the age group of 18 to 19 years (extendable to 21 Years), which will be carried from July 1 to 31, 2017.

Resource person from CEO Itanagar gave a presentation on ERONET. All important things to do during the special drive were also discussed. (DIPRO)

Govt provides relief to cyclone hit Chessa

CHESSA, Jun 3: The state government on Saturday provided relief amount to the tune of Rs 13,58,936 to the victims of last month's storm in Chessa village under Banderdewa circle.

The Capital Complex Administration disbursed the relief amount.

A total of 111 victims were paid relief amount through cheques, ranging from Rs 3000 to Rs 50,000,depending upon the extent of damage, informed Minister for Land Management, Urban Development, Law & Justice, Nabam Rebia.

"The case of school and Aganwadi centres will be taken care of," he said, and requested the Capital Complex Deputy Commissioner to submit a proposal to the government.

Addressing locals of Chessa, Sunajuli and Kokila on the occasion at Van Vigyan Kendra Community Hall, Rebia said, 'A lot of money will be required to fully compensate the damages caused. However, the state government is considering fund provision and will do whatever possible to provide relief to the affected people'.

Deputy Commissioner Prince Dhawan said it was a small effort of the government, which may not fulfill all the needs of the victims.

Today's relief was possible due to the constant persuasion of Minister Rebia, Dhawan said. He asked the Itanagar ADC to resolve the few complaints regarding relief distribution within next Monday.

ADC Itanagar Talom Dupak, CO Banderdewa Pama Bagang, ASM Chessa-Sunajuli Chera Tubin and other officials of Relief Department and local officers of the area were present during the relief distribution.

GoAP urged to shift Arunachal Scouts headquarters

ITANAGAR, Jun 3: The Green Arunachal Foundation (GAF) has demanded the state government to shift the headquarters of the Arunachal Scouts from Jorhat in Assam to Diyun inArunachal Pradesh.

GAF Chairman, Takam Tatung in a release on Saturday said that the Arunachal Scouts was formed in 2010 to assist and guide the Indian security forces in the inaccessible mountainous terrain of the north easternmost part of India bordering China,with its temporary headquarter at Jorhat in Assam.

'Shifting of the Arunachal Scouts headquarter from Assam to Diyun in Changlang district would surely have been an advantage for the state and its people from every front. It would have discouraged the Chakma refugees from spilling out of their designated blocks and encroaching into reserved forest areas', he added.

The GAF further urged for Home Affairs Kiren Rijiju and the GoAP to bring out a white paper on the recruitment procedure of Arunachal Scouts. It also urged the state government to introduce a policy whereby there should be induction of cent percent Arunachalees in the Arunachal Scouts.
